What is CHE?
CHE is the Council on Higher Education. It is a statutory body established by the Higher Education Act No 101 of 1997 [as amended]. CHE's mandate is to advise the Minister of Higher Education, Science and Innovation on all higher education issues; to develop and implement quality assurance mechanisms for higher education institutions; and to contribute to the development of higher education policy.
What does CHE do?
CHE's main functions are:
- To advise the Minister on any aspect of higher education, including policy, funding, planning, governance, quality assurance and standards.
- To develop and manage a sub-framework of qualifications for higher education on the National Qualifications Framework (NQF).
- To quality assure programmes and institutions in higher education through accreditation, audits and reviews.
- To promote quality and transformation in higher education.
- To monitor and report on the state of higher education.
- To conduct research on matters relating to higher education.
- To collaborate with other bodies within and outside South Africa on matters relating to higher education.
What are the main programmes of CHE?
- Advice and Monitoring: responsible for providing advice to the Minister and other stakeholders on higher education policy, planning, funding, governance and other matters; and for monitoring and reporting on the state of higher education.
- Quality Assurance: responsible for developing and implementing quality assurance mechanisms for higher education institutions through accreditation, audits and reviews; and for developing and managing a sub-framework of qualifications for higher education on the NQF.
- Research: responsible for conducting research on matters relating to higher education; and for disseminating research findings through publications, seminars and conferences.
- Corporate Services: responsible for providing administrative, financial, human resource, information technology, communication and legal services to CHE.
